TUMO Center for Creative Technologies is looking for a Construction Procurement specialist.

Responsibilities:
  • Collaborate with construction and design teams to evaluate the feasibility and benefits of incorporating new materials into projects
  • Identify, evaluate, and select suppliers/vendors for construction materials, equipment, and services, ensuring compliance with procurement regulations, policies, and ethical standards
  • Identify opportunities to optimize the supply chain, streamline procurement processes, and reduce lead times for material delivery without compromising quality or cost
  • Develop and maintain relationships with suppliers to ensure a reliable supply chain, maintain a database of qualified suppliers
  • Collaborate with project managers, legal, and finance teams and internal requesters, to ensure alignment with project requirements, timelines and budget constraints
  • Develop procurement plans aligned with project goals ensuring compliance with regulatory standards and company policies
  • Prepare the request for quotation (RFQ) or enquiry package comprising of specifications
  • Lead the development of tender dossiers, including comprehensive documentation and specifications, ensuring clarity and compliance with project requirements and standards
  • Conduct and co-chair tender kick-off meetings, overseeing progress meetings and adherence to timelines and procedures throughout the tender process
  • Develop and manage all required checklists, meetings, reports, and evaluations necessary for effective tender procedures and compliance
  • Negotiate contracts, terms, and conditions with suppliers to secure favorable pricing, delivery schedules, and quality standards. Monitor vendor performance, Identify potential risks and resolve any issues that may arise
  • Maintain accurate procurement records, including contracts, purchase orders, and vendor information. Generate and maintain accurate reports on procurement and tender activities, cost analysis and savings, and supplier performance
Required Qualifications:
  • Bachelor’s degree in Economics, Business administration, Construction Management, or related field
  • Proven experience (3+ years) in procurement, preferably within the construction industry, as well as in managing tendering processes
  • Strong understanding of procurement laws, regulations, and best practices
  • Knowledge of construction materials, regulations, and market trends
  • Strong analytical, reporting and writing skills, including ability to produce high quality practical reports and knowledge products
  • Analytical mindset with the ability to assess complex bid proposals
  • Strong negotiation, communication, and interpersonal skills
  • Detail-oriented and highly organized
  • Proficiency in MS Office Suite, Armenian Software
  • Excellent communication and negotiation skills
  • Ability to multitask and prioritize in a fast-paced environment
  • Ability to work under pressure and meet tight deadlines
  • Excellent knowledge of Armenian, Russian and English languages
