Overview

AIP is seeking for qualified legal experts to provide technical assistance to the Ministry of Justice of RA for the implementation of the AC Strategy 2023-2026 Action Plan activities related to drafting of the legal acts, including, but not limited to the ACS activity 1.8 – Developing a new unified law on : “Corruption prevention”; ACS activity 1.2 – a draft, by which the specifics of the proceedings conducted by the CPC are envisaged, the terms used are specified, and the deadlines are defined; ACS activity 1.10 – a draft that will expand the range of declarant public officials; ACS activity 1.3- a draft that will review the status of integrity officers, ensuring their autonomy and impartiality.

The short-term experts will collaborate closely with the Ministry of Justice (MoJ) of the Republic of Armenia (RA) during the implementation of this task, under the overall supervision of the Armenia Integrity Project (AIP) team. The experts are expected to engage in close coordination and work with the responsible staff at the MoJ, ensuring coordination with stakeholders. They should organize their work in line with the MoJ’s needs and timeline, addressing both the quality requirements set by the MoJ and the AIP.

Responsibilities:
  • Review the international standards and best practice, reports and assessments, existing legal and institutional framework in the relevant fields;
  • Support in drafting the legislative acts that are derived from ACS activity 1.8; ACS activity 1.2; ACS activity 1.10, ASC Activity 1.3;
  • Participate in the discussions of the drafts with the stakeholders, CSOs, other experts, etc., summarize the results and make necessary adjustments in the developed drafts (during the stages of first draft development, public discussions (including through the e-draft platform), discussions in the RA government, and the National Assembly);
  • Jointly with the MoJ conduct consultations with key stakeholders, including government bodies, CSOs and internal organizations in all stages above;
  • Perform other tasks as needed to provide technical assistance.

Required Qualifications:
  • Graduate degree in law, public administration, or related fields;
  • Intensive experience in drafting laws and legal analysis with a focus on anti-corruption legislation, deep understanding of the international conventions (UNCAC, GRECO) and best practices;
  • Excellent analytical and research skills;
  • Good interpersonal and communication skills;
  • Strong organizational skills and time management;
  • Fluency in Armenian, English is preferable.
