Overview

The objective of the assignment is to provide technical expertise and oversight for the project infrastructure component activities, emphasizing energy efficient improvements. This includes developing and delivering training, supporting project planning and documentation, conducting feasibility studies, and ensuring quality control during construction and retrofit activities. The role also involves monitoring progress, approving work, and delivering reports and consultations to ensure the project’s success.

Responsibilities:

UNDP is seeking the expertise of a Civil Engineer to:
  • Quality control of submitted designs, plans, BOQs and technical specifications for civil engineering projects such as construction and rehabilitation/energy efficiency retrofits. Ensure all designs comply with national standards and international best practices, including environmental and climate-resilient guidelines;
  • Provide inspection and monitoring of the construction/reconstruction works co-financed by the construction Project to achieve project objectives within the specified timeframe. Ensure the construction measures’ compliance with the national building codes and standards, best practices and the Project’s operational manuals. Ensure that all project materials, tools, and equipment meet required standards;
  • Verify project budgets and ensure efficient use of financial resources. Provide input on financial planning, cost control, and resource allocation to ensure cost-effective project delivery. Review and assess the possible changes/variances in the volumes and values of the works performed, ensure these are justified;
  • Provide training and capacity-building support to local architects/designers, engineers, contractors, and other relevant stakeholders. Facilitate knowledge exchange on best practices and innovative approaches in civil engineering in design and construction cycles with a focus on energy efficiency enhancements;
  • Evaluate the bill of quantities/cost estimates prepared by the counterparts and identify and quantify EE measures eligible to be co-financed by the Project. Maintain accurate records of project activities, technical designs, and financial expenditures;
  • Develop project site supervision & monitoring plans and ensure/coordinate day-to-day quality assurance and quality control measures (within the Technical Supervision and Author Supervision services). Ensure respective logs are kept at the construction sites day to day and accurately. Ensure timely reporting of all kinds of issues by the contractors to the project;
  • Approve and certify the grade of advance and progress of EE retrofit works;
  • Assess the sequence, impact and outcomes of construction interventions on project beneficiaries and communities. Provide recommendations for improving project efficiency, sustainability, and scalability.
Required Qualifications:

Required Skills and Experience Education:
  • University degree in civil engineering, architecture, or equivalent;
  • Specific training, certificate or diploma in relevant aspects will be positively considered.

Experience:
  • At least 7 years’ hands-on working experience in Construction, Civil Engineering and/or Architectural Designs of buildings;
  • At least 3-years’ working experience in working in complex environments and large infrastructure and/or civil works, particularly experience in cost estimation for design/renovation works;
  • Experience in designing, implementing and inspecting energy efficiency measures;
  • Experience in infrastructure rehabilitation projects at national and/or international level;
  • Experience in working and collaborating with government counterparts is an asset;
  • Experience/ Familiarity with gender equality framework and or/gender related other areas is a strong asset;
  • Working experience with international donor organizations is an asset.

Language:
  • Excellent knowledge of Armenian and English, knowledge of Russian is an asset.
