Overview
Democracy International (DI) is seeking to hire a Collaborative Learning Consultant for the Ministry of Labor and Social Affairs (MLSA) M&E Staff (the “Consultant”). The Protection, Empowerment, and Inclusion Activity (PIE) in Armenia (the “Project”), funded by USAID, aims to support disadvantaged and marginalized populations in Armenia through needed legal/regulatory framework changes, improved services, and intensified cooperation between the government and non-governmental actors to address the needs of vulnerable populations. The Project is seeking a consultant to develop a collaborative learning agenda for the MLSA and to support the development of a learning platform to house MLSA research tools and training materials.
The Consultant will be expected to work closely with the PIE team to support the MLSA in enhancing its strategic knowledge management capabilities and fostering a culture of continuous learning. This includes developing a collaborative learning agenda and creating a sustainable, evidence-based learning platform tailored to the operational needs of MLSA’s monitoring and evaluation staff.
The Consultant will report to the DI’s Monitoring, Evaluation, and Learning (MEL) Specialist. The level of effort (LOE) for this consultancy will be up to 50 days, to be completed by March 14, 2025.
- Conduct a comprehensive assessment with MLSA leadership, MEL staff, and external stakeholders to identify learning priorities, knowledge gaps, and strategic goals, and to determine the technical and operational needs for a learning platform that supports MLSA’s MEL functions;
- Organize stakeholder workshops to review and validate findings from the assessment and lead discussions to prioritize research topics and learning needs based on strategic goals. The themes identified and discussed in these workshops will inform Consultant reports listed as deliverables below;
- Develop and submit a structured learning agenda that outlines MLSA’s short-term and long-term research priorities, and steps for implementation, strategic learning objectives, methods for knowledge exchange, and mechanisms for ongoing learning;
- Provide recommendations for the Learning Platform Technical Plan that address user accessibility, scalability, and key functionalities of the prototype to ensure the platform's effectiveness and longevity;
- Perform other duties as DI may reasonably request based on the Consultant’s Scope of Work.
- Master’s degree or higher in Social Policy, Public Administration, Social Sciences, or a related field, with a focus on Monitoring and Evaluation (M&E), organizational learning, or digital knowledge platforms;
- Minimum of 5 years of experience in designing and implementing learning agendas, monitoring and evaluation systems, or knowledge management solutions within social services, public sector institutions, or international organizations;
- Demonstrated expertise in creating digital platforms, knowledge-sharing repositories, or online learning resources;
- Strong skills in project management, including organizing and leading workshops, stakeholder consultations, and collaborative design processes;
- Ability to facilitate effective collaboration among diverse stakeholders, including government officials, research institutions, and NGOs;
- Strong strategic and analytical skills, with an ability to translate complex information into actionable insights for diverse audiences;
- Excellent communication and facilitation abilities, both written and verbal, to engage and guide stakeholders;
- Ability to work independently and manage priorities in a dynamic environment, ensuring timely and high-quality deliverables;
- Fluency in Armenian and working proficiency in English is required.
