Overview

Democracy International (DI) invites proposals from qualified contractors to implement the Protection, Inclusion, and Empowerment (PIE) Project (hereinafter referred to as “Project”). PIE plans to contract a qualified research company to analyze Armenia’s current employment landscape for persons with disabilities and assess workforce underutilization within the context of care economy strategies aimed at disability inclusion. Based on the research findings the contractor will support legislative drafting, evidence-gathering, and will develop policy recommendations to enhance disability inclusion in national employment legislation. As a result of the findings, the selected contractor will develop targeted measures for enhancing the workforce engagement of persons with disabilities and caregivers’ integration into the workforce to be incorporated in the State Employment Strategy 2024-2030.

Responsibilities:
  • Develop methodology and design research tools;
  • Analyze the current state of employment opportunities for persons with disabilities in Armenia;
  • Analyze international expertise on the effective engagement of persons with disabilities in the labor market;
  • Analyze workforce underutilization within the framework of care economy strategies for disability inclusion;
  • Develop targeted measures to be incorporated in the State Employment Strategy 2024-2030.
Required Qualifications:

Relevant Experience:
  • A minimum of 7 years of experience in developing national social policies, with a strong focus on legislative processes and budgeting frameworks;
  • Extensive involvement in projects related to labor market assessments, disability inclusion, and workforce engagement, with a particular focus on developing national strategies;
  • Proven success in leading similar projects, working collaboratively with government bodies, to deliver strategic policy advisory services and support impactful policy development.

Qualified Key Personnel:
  • Proven experience in conducting analytical research, developing policy recommendations, and supporting legislative and strategic planning processes;
  • In-depth knowledge of Armenia’s legislative, social, and cultural context, with the ability to effectively integrate relevant international best practices;
  • Minimum expected key personnel including team leader, researcher/policy analyst, data analyst, and legal expert.
