Overview

The Medical Coordination Support assists the Armenian Branch of the Association “Medecins Sans Frontieres” (Switzerland) by managing delegated tasks and responsibilities, including administrative duties related to work coordination, fostering good relationships with local and national authorities, and ensuring effective program management. This is done in accordance with MSF protocols, (para)medical standards, hygiene rules, and standard precautions to ensure the delivery of quality medical care to patients and their communities, while improving the health conditions of the targeted population.

Responsibilities:
  • Monitoring, supervising, and evaluating the implementation of medical activities in the project, visiting project according to a preset schedule, and participating in defining human resources needs, materials, and techniques. Assisting in implementing MSF protocols, (para)medical standards, hygiene rules, and universal precautions in service delivery;
  • Assisting in the collection of information on national health policy (meetings, reports, articles, etc.), and collecting and participating in the analysis of epidemiological data (meetings, reports, articles, etc.) from the projects;
  • Ensuring medical follow-up for patients (treatment, improvement) in collaboration with the medical referent of the health structure and overseeing all medical expenses associated with the patient in cooperation with the supervisors. Organizing administrative and medical information (reports, ongoing treatments), discharging patients, and facilitating their return to their homes;
  • Supporting and supervising project teams and participating in the management of the medical team in the capital (recruitment, training, monitoring work, vacation planning, assessments, etc.). Participating in briefings and debriefings of (para)medical team members, promoting communication, and encouraging active participation in the development of the project;
  • Applying the employee health policy and evaluating hospital structures that can serve as reference facilities for national and international staff. Participating in the medical monitoring of MSF personnel and overseeing all medical expenses related to consultations and hospitalizations in collaboration with the line manager;
  • Participating in the management of the central pharmacy, advising, and guiding the logistics team in drug stock management. Organizing the start-up, inventory, and management of the operational medical library according to the classification plan;
  • Participating in data collection and management from the projects, preparing monthly, quarterly, and annual reports, and organizing data archiving and medical information within the project;
  • Performing other duties as requested by Medco (e.g., exceptional strengthening of a field team, involvement in evaluations, etc.);
  • Providing relevant information, facilitating contacts, sharing updates on legislation, and highlighting potential risks for the implementation of programs in Armenia;
  • Participating in the development of the strategy for implementing Hepatitis C activities in Armenia;
  • Supporting the development of harm reduction activities in the medical penitentiary services;
  • Supporting the Hepatitis C project in the joint development of strategies to facilitate access to Hepatitis C treatment for key populations, including the general population, migrants, and refugees;
  • Taking the lead in developing the country’s health profile for Armenia.
Required Qualifications:

Education:
  • Medical Doctor diploma or equivalent in a related allied health.

Experience:
  • Training or experience in tropical medicine and/or public health;
  • Experience working in a developing country;
  • Emergency experience;
  • Minimum of two years’ experience; experience working with MSF, or an NGO/INGO is an asset.

Languages:
  • Armenian (mother tongue); excellent command of English; knowledge of Russian and/or French is an asset.

Knowledge:
  • Essential computer literacy (word, excel, internet).

Competencies:
  • Excellent writing, editing, and proofreading skills in Armenian and English;
  • Proven ability to effectively manage relationships with internal and external stakeholder;
  • Ability to handle a large volume of work and different projects at the same time;
  • Outstanding proven time management and organizational skills, including the ability to prioritize ongoing vs. immediate need appropriately;
  • Proven ability to work as part of a team and provide strategic vision and leadership;
  • Willingness to travel within and outside of Armenia;
  • Able to integrate into a multicultural team;
