The UNDP’s Innovation and SDG finance portfolio offers innovative policy and program solutions, supports the creation of an innovation ecosystem, and develops evidence-based policies and frameworks aligned with the SDGs applying a portfolio approach that links policy, finance, and institutional innovation into a coherent system. Utilizing advanced tools for data collection, modeling, and forecasting, it transfers knowledge, behavioral insights, and innovation to pioneer new approaches to development within a circular ecosystem of continuous learning, testing, and policy adaptation.

The Monitoring and Evaluation Associate will be responsible for the monitoring and evaluation, as well as administrative and partnership support of the following projects:

  • Organics Mobilized: Accelerating Social Transformation Towards Circular Bioeconomy
  • City Experiment Fund
Responsibilities:
  • Support the development and refinement of the overall MEL framework for participatory, adaptive, and mission-oriented governance, including alignment with the project’s results framework, logframe and/or Theory of Change.
  • Contribute to the definition and refinement of indicators, targets, means of verification, data sources, and data collection responsibilities.
  • Support the integration of learning questions and adaptive feedback loops into the MEL framework to enable iterative projects improvement.
  • Integrate Human-Centered Design (HCD) insights into the MEL system by capturing user experiences, barriers, preferences, and perceptions throughout co-design and piloting phases, ensuring findings inform iteration of both employability projects and inclusive policy-making processes.
  • Support the documentation of qualitative insights from beneficiaries and stakeholders and ensure that findings inform iterative adjustments to projects design and participatory policy-making processes.
  • Contribute to defining and tracking participation quality and inclusion metrics, including diversity, accessibility, representation, voice and agency, satisfaction, and trust.
  • Develop and refine user-friendly MEL instruments such as baseline and endline tools, attendance and participation trackers, workshop feedback forms, focus group and interview guides.
  • Support the creation of simple dashboards and templates, using Excel and/or online tools, to enable consistent data collection, analysis, and visualization by the project team and partners.
  • Support the establishment of data management practices that ensure data quality, ethical use, and confidentiality.
  • Analyze quantitative and qualitative data generated through consultations, participatory sessions, and pilot activities.
  • Translate MEL findings into clear, actionable recommendations that inform projects targeting, selection criteria, service packages, delivery modalities, referral pathways, safeguarding measures, and grievance mechanisms.
  • Prepare concise MEL updates, learning notes, and briefs for internal use and donor reporting.
  • Support the facilitation of periodic reflection and learning sessions with the project team and partners to inform course-correction, risk management, and continuous improvement.
Required Qualifications:
  • Secondary education is required.
  • A University degree (Bachelor´s degree) in Social Sciences, Economics, Business/Public Administration, or related field will be given due consideration, but is not a requirement.
