We are looking for an Engineering Manager to lead the technical side of a DBSS transformation program. The role involves coordination of architecture, infrastructure, testing, and operational processes, as well as close collaboration with vendors and internal teams to ensure system stability, performance, and compliance. The role suits someone who enjoys working in a complex engineering landscape, partnering with cross functional teams, guiding technical strategy, and supporting continuous improvement across mission critical systems. Client: Our client is a large telecommunications company operating in Central Asia, providing mobile and digital services to millions of users. The company is actively investing in modernization of its IT systems, cloud solutions, and digital platforms to improve customer experience and operational efficiency. Project Overview: The project involves working with enterprise-scale systems, integrations, and high-load environments in a fast-paced and collaborative engineering culture.

Responsibilities:
  • Manage the technical scope of the DBSS and DataOne transformation program.
  • Collect, analyze, and formalize requirements for platform and monitoring solutions.
  • Ensure alignment of technical approaches with security policies, regulatory rules, and audit standards.
  • Design and evaluate architecture options and review vendor proposals.
  • Oversee work related to infrastructure, virtualization, CI CD, databases, monitoring, and application layers.
  • Define and track performance, reliability, and stability metrics.
  • Improve system resilience, availability, and operational quality.
  • Automate recurring operational processes.
  • Plan and supervise functional and non functional testing.
  • Participate in defect analysis and validate fix quality.
  • Optimize DBSS and DataOne platform performance.
  • Plan future development and enhancements.
  • Maintain a technical risk register and manage dependencies.
  • Plan releases, updates, and patches.
  • Ensure accuracy and completeness of technical documentation.
  • Track delivery timelines and SLA compliance.
  • Validate production readiness of technical components.
  • Support knowledge transfer to operational teams.
  • Participate in cutover planning and rehearsals.
  • Contribute to project planning and prioritization.
  • Track and manage technical debt.
  • Work with findings from security, internal, and SOX audits.
  • Collaborate with BSS teams, infrastructure groups, stakeholders, and vendors.
  • Support local improvement initiatives and contribute to process optimization.
Required Qualifications:
  • Experience leading engineering or technical streams in large scale transformation programs.
  • Experience working with DBSS, DataOne, or similar enterprise BSS platforms.
  • Experience designing and reviewing architectural approaches.
  • Experience with Linux, CI CD practices, and virtualization environments.
  • Experience working with relational databases including Oracle.
  • Understanding of monitoring practices and tools including Prometheus and Grafana.
  • Experience coordinating functional and performance testing activities.
  • Knowledge of security, audit, and compliance processes.
  • Ability to manage risks, dependencies, and workstreams involving multiple stakeholders.
  • Experience collaborating with vendors and distributed teams.
Nice To Have:
  • Experience with cloud or hybrid cloud environments.
  • Exposure to Kubernetes ecosystems.
  • Familiarity with ITIL practices.
  • Experience supporting complex cutover or migration initiatives.
