Overview

Technical revision and quality assurance of renovation works in two Child-friendly Spaces in Aygehovit and Achajur communities (Tavush region), as well as supervision of the construction of a modular shelter in Yerevan and installation works in Meghri, in collaboration with PIN and UNICEF. The works are expected to start as soon as possible and be completed by the end of October.

The overall objective of the consultancy is to provide independent technical supervision, quality assurance, and engineering support throughout the construction, renovation, installation, and commissioning of:

  • two Child-friendly Spaces in Aygehovit and Achajur communities;
  • one modular Child-friendly Space constructed in Yerevan and installed in Meghri.

The consultant shall ensure that all works are implemented in accordance with approved technical documentation, contractual requirements, applicable construction standards, occupational health and safety requirements, approved timelines, and donor quality standards.

Responsibilities:
  • Technical revision and quality assurance of construction and installation works for Child-friendly Spaces in Aygehovit and Achajur communities (Tavush region), as well as modular shelter construction and installation works in Yerevan and Meghri․
Required Qualifications:
  • Registered legal entity or individual consultant legally authorized to provide engineering supervision services in Armenia.
  • Minimum 5 years of demonstrated experience in construction supervision, engineering consultancy, or technical quality assurance.
  • Proposed lead engineer/focal person with at least 10 years of relevant professional experience in civil engineering, construction supervision, or related fields.
  • Proven experience supervising construction, renovation, or rehabilitation projects of similar scope and complexity.
  • Previous experience in technical supervision of Child-friendly Spaces, Child Development Centres, schools, community centres, public buildings, or similar social infrastructure will be considered a strong asset.
  • Previous experience working with international organizations, UN agencies, INGOs, or development/humanitarian projects is highly desirable.
  • Excellent knowledge of Armenian construction legislation, technical standards, occupational health and safety requirements, and quality assurance procedures.
  • Excellent written and spoken Armenian; working knowledge of English sufficient for preparation of reports.

Additional Information:

People in Need (PIN) Armenia, in partnership with UNICEF Armenia, is implementing a project aimed at strengthening access to safe, inclusive, and child-friendly services for children affected by displacement and vulnerable host communities.

Within the framework of the project, two Child-friendly Spaces (CFSs) will be established in Aygehovit and Achajur communities of Tavush region through renovation and adaptation of existing municipal premises. In parallel, a modular facility will be constructed in Yerevan and subsequently installed in Meghri to support the expansion of specialized child development services.

The intervention builds on the successful Child-friendly Space model jointly implemented by PIN and UNICEF in Syunik and Vayots Dzor over the past six years, demonstrating sustainable positive outcomes in psychosocial support, child protection, and community resilience.

To ensure that all construction and installation works comply with national legislation, engineering standards, donor requirements, and quality assurance principles, PIN Armenia seeks to engage a qualified engineering consultant/company to provide independent technical supervision, monitoring, and quality assurance throughout the implementation period.
