In the framework of “STRIVE for a better future: communities and civil society resilience in Armenia (STRIVE)” project, NEF Belgium and partners are launching Call for Tenders on the development of a new volunteering time-bank platform and corresponding application or improvement of an existing similar platform and application.
Time-Bank Volunteering Platform
The objective of the time-bank volunteering platform is to develop a centralized online ecosystem that enables civil society organizations (CSOs) and other nonprofit entities across Armenia to manage volunteer resources effectively, validate volunteer learning and provide recognition for volunteering work.
The time-bank volunteering platform will provide tools and resources to enhance volunteer project management, inspire new initiatives, generate certifications and assess volunteer learning outcomes. The goal of the project is to make volunteer work more professional, motivate volunteers, and assist organizations, particularly CSOs, in managing volunteer work more effectively.
General requirements:
1. Resources and Management Tools for volunteering management:
The platform will provide an open-access repository of tools already developed within STRIVE, templates, and guidelines that organizations and volunteers can use to manage, standardize and improve volunteer projects. Each category will contain different types of content, including documents, forms (downloadable in PDF or Word format), learning videos and presentations.

d. Resource usage analytics
e. Communication and evaluation opportunities between volunteers and organizations.
2. Volunteering Position Announcements
This section will enable organizations to post and manage volunteer opportunities, providing a centralized space for volunteers to discover opportunities and roles that align with their skills, interests and availability. By streamlining volunteer announcements, this feature encourages efficient volunteer placement and promotes active participation in various community projects.

a. Volunteer opportunity posting interface for organizations
b. Volunteers’ application management
c. Search and filter options for volunteers
d. Opportunity posting expiration and archiving
e. Featured opportunity postings
f. Volunteer application and notifications
g. Organization and admin analytics dashboard
3. Certification
This feature enables organizations to create and issue digital certificates that recognize the contributions of volunteers upon completing their roles. Certificates offer formal acknowledgment of skills acquired, hours contributed, and project impact, helping volunteers build their resumes and fostering a sense of achievement and motivation.
Key components of this section:
a. Volunteer work hours accounting system with approval
b. Automated certificate generation
c. Digital signature and verification
d. Visibility of certificates in the volunteer and organizations profiles
e. Download and share options
4. Validation of Learning Outcomes (optional)
Validation of Learning Outcomes section provides organizations with a structured way to recognize and validate the skills that volunteers gain, enhancing their career development and supporting long-term volunteer engagement. By integrating tools for assessments, endorsements, interactive learning, and detailed reporting, this feature fosters continuous volunteer growth and adds credibility to their contributions.

5. Individual Volunteer Accounts
The objective of this section is to provide volunteers with a personal account where they can manage their volunteer activities, track their progress, and showcase their contributions. This account enhances the volunteer experience by enabling a personalized view of achievements, skills and opportunities.

a. Volunteer profile
b. Learning and certification dashboard
c. Certification management
d. Volunteering opportunities management
e. Analytics and insights
f. Notifications and communication with organizations
g. Volunteer time recording platform
h. Organizations rating and commenting (visible only to the organization)

6. Organization’s Accounts
This section provides organizations with a central account for managing volunteer projects, validating volunteer contributions, and tracking overall impact. This account facilitates efficient volunteer management and enhances the organization’s ability to engage volunteers effectively.
Key components of this section:
a. Organization profile
b. Volunteer project management dashboard
c. Resource and material repository
d. Certification and endorsement tools
e. Volunteer work hours accounting system with approval
f. Reports and analytics dashboard
g. Customizable notifications and preferences
h. Communication with volunteers
i. Volunteering rating and commenting (visible only to the volunteer)
j. Security and data privacy
7. Other non-functional requirements:
It is expected to be suggested by the applicant.
The platform should be developed in Armenian and be accessible to persons with disabilities (e.g. W3C accessibility standards, contrast ratio, screen reader support, etc).

The project RESERVES all intellectual property rights for all materials created in any format for this award contract.
Each application must apply a do-no-harm approach* in each project stage – from identification of the needs of beneficiaries, through design, implementation, cost-effectiveness, and sustainability.
* The do-no-harm approach ensures that an organisation implementing humanitarian and/or development assistance minimises harm and maximises the positive impacts of its intervention. For the purpose of this opportunity, it requires applicants to provide a conflict sensitivity analysis of the context in which their proposed intervention is taking place, along with details regarding how the intervention's implementer(s) will prevent or mitigate potential unintended negative impacts of the intervention.
NOTE: Each CSO can submit only one proposal and if the consortium applies, the CSO can be involved in only one consortium.
