Chemonics is seeking a Grants Director for the upcoming $28-30 million USAID Armenia Food Security Task Order. The Food Security Task Order will aim to increase food security by modernizing Armenia’s food system to increase domestic production for domestic consumption and reduce dependence on imports to stabilize market systems.
The Grants Director will oversee and manage activities within the Innovation Grants Fund (IGF) which will include $5.34 million Grants Under Contract (GUC). In addition to the GUC fund, the Grants Director will oversee the project’s procurement process as well as supervise local subcontractors to aid the project’s activities. The Grants Director will leverage their expertise in the agriculture sector to ensure impactful grants and subcontracts. Additionally, the Grants Director will manage a team of professionals to ensure that interventions are impactful, cost-efficient, and in line with applicable regulations. This position will be based in Yerevan, Armenia.

Responsibilities:
  • Oversee management of the grant's component;
  • Work in coordination with other team members including COP, DCOP, Operations and Finance Director, and Component Leads to ensure compliance with USAID and Chemonics policies and procedures throughout the design, development, and implementation of grants and subcontracts, including solicitations design and release, technical evaluations, monitoring and evaluation, and financial reporting;
  • Support project staff with the evaluation of grant concepts and grant agreement/award documents while ensuring adherence to established grants management policies;
  • Liaise between project staff and grant recipients, providing technical advice and assistance as needed in areas of financial management, procurement requirements, and implementation planning;
  • Ensure proper negotiation of final terms and conditions for grants, and review and analyze budget estimates for allocability, reasonableness, and consistency;
  • Plan procurements, write appropriate specifications, evaluate offers, monitor contracts, and handle all post-solicitation activities, including all appropriate documentation;
  • Perform detailed reviews and audits of all grant receipts and subcontractor invoice documentation and ensure that expenses are incurred according to the terms of the signed grant/subcontract;
  • Manage the organization, tracking, and filing system of all grant and subcontract documents, making sure that appropriate documentation is included in each file;
  • Responsible for overseeing the close-out of grants and subcontracts within required timeframes;
  • Provide training to project staff in best practices in grants and subcontract management;
  • Work with project leadership to answer any questions or provide USAID with any requested information about the grant making and procurement process;
  • Supervise a team of grants and procurement professionals;
  • Perform other tasks as directed by the Chief of Party (COP).
Required Qualifications:
  • Academic degree in business administration, economics or other relevant field;
  • At least ten years of experience working with grants and subcontracts for donor-funded projects; USAID experience strongly preferred;
  • Experience in grant-making and procurement within the agriculture sector is strongly preferred;
  • Excellent administrative, organizational, and multi-tasking skills;
  • Proven ability to work professionally, constructively, and collaboratively as part of a team, meet deadlines, and communicate effectively;
  • Experience managing and supervising and individuals preferred;
  • Proficiency in English, with strong written and oral communication skills.
