Overview
The Health & Safety Manager establishes, implements, and continuously improves Firebird AI’s occupational health and safety management framework across its AI data center campus. The role covers both construction/project activities and operational data center activities, ensuring employees, contractors, vendors, and visitors operate in a safe, controlled environment. The role will ensure that applicable Armenian requirements, Firebird standards, and international best practices are met. The role manages occupational health and safety as an integral part of Firebird’s Environmental and Social Management System (ESMS), and supports the management of community health and safety risks arising from the campus. This is a hands-on, site-based role. The Health & Safety Manager is expected to actively inspect the facility, challenge unsafe practices, work directly with contractors and operations teams, and ensure that identified risks are corrected rather than managed only through documentation. The Health & Safety Manager has the authority to stop any work that presents an imminent risk of serious injury, and this authority will be supported by senior management.
- Develop, implement, and maintain Firebird's Health & Safety policies, procedures, plans, risk registers, and site rules.
- Ensure compliance with applicable Armenian occupational health and safety legislation and relevant international standards and good industry practice, including the requirements of the Project’s development finance institutions (DFIs): IFC Performance Standard 2 (Labor and Working Conditions) and Performance Standard 4 (Community Health, Safety and Security), the World Bank Group General EHS Guidelines (in particular Section 2, Occupational Health and Safety, and Section 4, Construction and Decommissioning), and any applicable industry-sector EHS Guidelines.
- Conduct and coordinate workplace risk assessments, Job Safety Analyses (JSA/JHA), and task-specific safety reviews, applying the hierarchy of controls (elimination, substitution, engineering controls, administrative controls, and PPE as the last resort).
- Establish and manage Permit-to-Work (PTW) processes for high-risk activities, including electrical works, hot works, work at height, confined spaces, lifting activities, and other controlled works.
- Establish and oversee Lockout/Tagout (LOTO) procedures, including clearly identified isolation points and contractor compliance.
- Manage electrical safety requirements, including electrical-room controls, appropriate PPE, signage, arc-flash precautions, and safe working practices.
- Monitor construction contractors, MEP contractors, equipment vendors, and other third parties for compliance with Firebird H&S requirements.
- Conduct regular site inspections, safety walks, and audits; maintain punch lists and follow through on corrective actions.
- Lead incident, accident, and near-miss reporting and investigations, including root-cause analysis and corrective/preventive actions.
- Develop and maintain emergency preparedness and response procedures, including fire, electrical incidents, chemical spills, severe weather, and other site emergencies.
- Establish occupational health services proportionate to site risks.
- Coordinate H&S aspects of fire and life safety, including emergency evacuation, fire drills, firefighting interfaces, gaseous/low-oxygen suppression areas, and emergency signage.
- Establish controls for hazardous materials and chemicals, including SDS management, labeling, secondary containment, spill kits, emergency eyewash/shower requirements, and spill-response procedures.
- Establish and monitor PPE requirements, including site-entry requirements and task-specific PPE.
- Ensure adequate welfare facilities for employees and contractors.
- Assess workplace exposure risks, including noise, vibration, heat stress, dust, diesel exhaust and other airborne contaminants, lighting, ergonomics and electromagnetic fields near high-voltage equipment, and coordinate occupational exposure measurements where required.
- Establish controls for confined spaces, including identification, signage, access controls, and permit requirements.
- Oversee safe pedestrian and vehicle movement, including traffic-management arrangements, speed limits, parking, and pedestrian segregation.
- Assess and control H&S risks that site activities pose to neighbouring communities, including construction traffic on public roads, site-boundary security and prevention of unauthorised public access, and community exposure to fire, hazardous materials and other emergencies, and incoordination with E&S and security teams.
- Review contractor method statements, risk assessments, and H&S documentation before high-risk activities commence.
- Deliver and coordinate H&S inductions, toolbox talks, and training programs for employees and contractors.
- Maintain H&S records, inspection reports, training records, permits, incident statistics, and compliance documentation.
- Define and monitor H&S KPIs, trends, and corrective-action closure and provide regular reporting to management.
- Participate in commissioning, handover, and operational-readiness activities to ensure outstanding H&S issues are resolved before systems become operational.
- Work closely with Operations, Facility Management, Security, PMO, Engineering, E&S specialists, and contractors.
- Promote a strong safety culture in which employees and contractors are empowered to stop unsafe work.
- MV/LV electrical systems, substations, transformers, UPS systems, and generators.
- Energized equipment, electrical isolation, and arc-flash risks.
- Direct liquid cooling systems, pumps, and associated chemicals/coolants.
- Fuel storage and generator operations.
- Battery and UPS areas.
- Fire detection and suppression systems, including low-oxygen or gaseous suppression areas.
- Data halls and technical rooms.
- Working at height and roof activities.
- Lifting and movement of heavy equipment.
- Noise exposure and hearing-protection requirements.
- The contractor works within an operating data center.
- Simultaneous construction and operational activities during expansion phases.
- Electromagnetic field exposure near high-voltage equipment, busbars and substations.
- Heat stress in hot aisles, plant rooms and roof areas.
- Lone working, shift work and fatigue in a 24/7 operation.
- Degree in Occupational Health & Safety, Engineering, Construction, Environmental Management, or a related discipline.
- Typically 5+ years of relevant H&S experience, preferably in data centers, industrial facilities, power infrastructure, construction, utilities, or other mission-critical environments.
- Strong practical knowledge of construction and operational H&S.
- Experience implementing PTW, LOTO, contractor safety management, and incident-investigation systems.
- Familiarity with electrical safety, fire/life safety, chemical safety, confined spaces, working at height, and emergency response.
- Ability to work effectively with contractors, engineers, operations personnel, and senior management.
- Strong documentation, reporting, and organizational skills.
- English proficiency
- Knowledge of ISO 45001 principles is strongly preferred.
- Familiarity with IFC/WBG EHS Guidelines, NFPA requirements, and relevant electrical-safety practices is an advantage.
- Relevant professional certification such as NEBOSH, IOSH, or equivalent is highly desirable.
